In the case of a penalty (hit wrong ball, pocketed cue ball, etc) what happens to the other balls?

Say you hit the eight-ball and pocket it, but the eight-ball wasn't the lowest ball or you pocket the cue ball afterwards. Does the eight-ball remain removed from play without any points awarded for it, nor any additional penalty (besides the usual penalty) issued for it, or is it put back on the table or something? If so, where is it put?
(If the rules on this differ between billiards variants, I'd like to know the one that applies to the game 'Nine-ball'.)
Never mind the scoring points part, that's a variant of nine-ball, where you get points equal to the number of each ball you pocket, with the 9-ball only giving a lot of points, not an instant win.

The 8 ball remains down. I don't know what you mean by points being awarded for it (I'll let an APAer answer that). But per world-standardized WPA rules:

2.6 Spotting Balls
If the nine ball is pocketed on a foul or push out, or driven off the table, it is spotted. (See 1.4 Spotting Balls.) No other object ball is ever spotted.

So the usual penalty applies, which is ball in hand to your opponent. This is for not contacting the lowest numbered ball first; it doesn't matter if you scratch or not.
